Since you need the right tools to build a home, here are some of the best tools you can use to build your online home from scratch (as you work your way through this tutorial). I originally collected these programs and utilities for Rediff Personal Homepages.
And all of these tools are completely FREE! Which means you won't have to worry about time restrictions and nagging messages to register the software.

HTML Reference Library (350KB)
Authored like a Windows Help file, it has three main sections:
1. The HTML Language (to take you step by step through HTML)
2. Quick Reference Guide (a lookup table)
3. Comparison Table (of which tags are supported by which browser)
HTML Font Colorizer (135 KB)
This program gives you some snazzy colouring effects for your webpage. All you do is type in the text to be coloured, choose the colours you'd like to have the text shaded through, and you'll get to preview what it'll look like. When you finally like what you see, copy the HTML code and paste it in your file!
HomeSite 1.2 (500KB)
My personal favourite HTML editor. Totally free, but still very, very useful! Ever since I've discovered it, I've been using it. In fact, I've created this page using it! Is that proof or is that proof? In fact, there's a nice tutorial on the Net (by Maureen Piserchia) to help you get cracking!
Quick Resolution (30 KB)
A small utility from developers at Microsoft which allows you to change resolutions on your monitor with just a single click. No need of restarting your computer everytime you want to see how your pages look on a 640x480 resolution or a 800x600 resolution.

MTG Meta Tag Generator (535 KB)
MTG Meta Tag Generator allows you to quickly and easily create meta tags for your Web site; meta tags can give sites higher ratings in search engines. This program includes save and open features for easily returning to your tags to make changes.

Mcatis a full-featured meta tag generator for Windows 95/98/NT. These meta tags can improve your site's ranking in Web indexes and search engines, and also make it much easier for Web surfers to find relevant information on your site. This version adds template support, support for Author and Rating tags, and full drag-and-drop between text boxes, as well as various bug fixes and refinements.
HashInclude (535 KB)
HashInclude lets you quickly change information across multiple Web pages. By adding a new HTML tag (preprocess) to your HTML code and creating an HTML file with the new information and a simple ASCII control file, HashInclude will make the change to all files in a specified directory, or just those you designate. It's very handy for changing dates or other information that needs to be updated frequently, particularly if your HTML editor doesn't support global search-and-replace across multiple files.
TagCheck (532 KB)
TagCheck is a handy little tool you can use to check and clean up your HTML Web pages. Just browse for the folder on your local hard drive that contains your Website files, and they're all available for you to quickly check, one by one. Missing tags, badly nested tags and unrecognised tags are faithfully reported by line number. You can also use TagCheck to format your HTML pages to make them easier to follow. A number of options allow you to customize the output. You can easily save any changes made and send reports to your printer. Although some errant findings are reported (particularly in regard to VB and Java scripts), TagCheck is a useful tool that's definitely worth a look.

Huey HTML Color Generator (385 KB)
This is a hexadecimal color-conversion program that lets you create color schemes for your Web pages, then easily insert them into the body tags. The interface is eye-pleasing and efficient, and this program has many useful features including a color preview window to see your changes as you make them and the eye-dropper color picker. The eye dropper lets you select a color from virtually anywhere on your screen (even from the Windows system tray!) and load it into the program.
